Dubai wants to teach a million people how to talk to artificial intelligence. Through the One Million Prompters initiative, the Dubai Centre for Artificial Intelligence (DCAI), in partnership with the Dubai Future Foundation, aims to equip one million individuals with AI and prompt–engineering skills over three years. The course is four short modules, registration is open globally, and participants who finish receive an accredited certificate.
The initiative was launched in May 2024 under the directives of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Board of Trustees of the Dubai Future Foundation. What Is One Million Prompters?
Prompt engineering is the skill of asking an AI system for what you want in a way that returns something genuinely usable. It sounds minor. In practice it is the difference between a tool that wastes your afternoon and one that compresses an hour of work into ninety seconds.
One Million Prompters addresses a gap the whole world now has: enormous numbers of people have access to powerful AI tools and almost no training in how to direct them. Dubai’s response was to build a short, structured course, publish it online, and set a public target — one million individuals within three years.
Who Runs the Programme

What the Four Modules Cover
The structure is deliberately light: four modules, about an hour each, online and self–paced.
1. Understanding AI and generative AI
The foundations — what these systems are, what they can and cannot do, and the vocabulary you need before the rest makes sense.
2. Prompt engineering for chatbots
The core skill: how to structure a request, supply context, set a role and an output format, then refine rather than accept a first draft.
3. AI productivity tools
Applying prompts to real work — writing, summarising, research, analysis and the everyday admin that quietly consumes a working week.
4. Generative AI for creative work
Producing images, video and other media from text prompts. This is the module that surprises people most, because the distance between a vague prompt and a precise one is enormous.
What Prompt Skills Actually Produce

The same principle applies to still images, presentation graphics, social posts and short explainer clips. Once a prompt is precise, the bottleneck stops being budget and starts being imagination.
